Abstract : Considering the security of transporting the crude oil from the field of its wells to the places of its consumption as essential strategic matters of which the producing and consuming countries are trying to secure the interlock of interests of such essential material in our present date. Therefore, the laying of transporting pipelines of the crude oil through the dry land is an essential element along with other means that states shall have to seek in order to transport their productions from the nearest sea-ports to the consuming countries. Such away has a highly tangible means in the economics of such states. Therefore, the operations of the transpipelines in the Middle East have obtained a number of progresses after the second World War in the legal and economic aspects. In this connection, the Kingdom of Saudi Arabia has the lead in regulating the activities of those companies operating in such transpipelines field. Beside this great role which has been taken by the Kingdom it has also applied the principle of profitability upon the transpipeline companies which transporting the petroleum on the same basis with those producing companies. In additional, the Kingdom has achieved a step forward in securing the constant inflow of its petroleum in order to avoid unforeseeable sabotages of transpipelines of those passing through the territories of the transit countries. Therefore, the Kingdom established the alternative pipeline, Saudi Arabian in the origin source passage and terminal, that is the pipeline of Abqeeq and Yanbua (Petroline) which has been considered the second largest transpipeline of transporting oil in the world. It should be noted that the subject matter of the transpipelines is one of those important subjects, despite the tangible advantages of those pipelines in the economics of the producing and consuming countries of the petroleum, as well as, in those transit countries, they have also further great political and strategic dimensions not be neglected.
