Abstract : Planning in the Arab World lacks a theoretical framework to guide urban development. This research is an attempt to develop a planning model which utilizes Western planning theories, yet respect the general Islamic setting in the Arab World. It examines carefully the major theoretical planning approaches as they were developed in the West, analyzes the general planning paradigm in the Arab World, and proposes a planning model which deals with the future in realistic terms.
