Abstract : The objective of this study is to analyze the effect of the procedural conditions on the abolitions claim especially timing, on individual’s rights, and to present some suggestions and solutions. Abolition claim is considered the best measure to protect the legal positions that are threatened by illegal administrative decisions. But, these claim conditions, especially timing one, may limit the use of this claim taking into consideration the short period of time and the ignorance of administrative processing at the Saudi community. The civil matter complaint can be heard only if presented within sixty days. This short period of time is very dangerous on individual’s rights and freedoms, especially, if we take into consideration the administrative decision’s immunity from judicial abolition.
