Abstract : In the footprints of a tradition established six years ago the Fourth Saudi Businessmen Conference which was held in Jeddah came as a reconfirmation of the continuing dialogue between businessmen and responsibles in various government agencies related to the activities of the private sector. Seven work-papers have been presented by: the General Secretariat of the Council for the Saudi Chambers of Commerce and Industry and the Jeddah, Riyadh and the Eastern Province Chambers. The agenda has included discussions and "questionsand- answers" period by various participants which centered around: 1. Efficient utilization of the private sector resources for establishing a diversified productive base. 2. Obstacles of the construction sector and proposed solutions. 3. Ways and means to further attract foreign capital in joint venture projects. 4. Mobilizing domestic investment sources and improving channels for small and medium savings collection. 5. Ways and means to improve participation by Saudi work force. 6. Economic effects and practical methods to deepen "privatization". 7. Developing private sector capabilities to stand for future development challenges. The Conference has put forth numerous recommendations, most important amongst are: A. Adjustment decisions and private sector initiatives require better vision of the "unspoken" and "unwritten" promises of government monetary and fiscal policies and institutional changes. B. The participants perceived a host of socio-economic and behavioural variables data bases that are either "non-existant" or are "bogged" by government agencies for self-interest purposes. C. Support of the private sector in developing its export base and entrance into foreign markets through establishing a "private-public" council to encourage exports particularly in the areas of transportation, insurance and finance. D. Encouraging the expansion of government bond issues and their diversification to suit preference for a wider range of participants. E. Supporting the trend toward "privatization" through the sale of some of the public enterprises for the purposes of enhancing business performance and enriching private sector competition.
