Abstract : The phenomenon of employment and concentration of labour force is the thing that bothers many of countries. This problem exaggerates as a result of the increase of the number of the graduate from the universities. the institutes and the specialized schools, plus the new role of the woman as a new competitor in the various fields to work which had been in the past dominated by men especially some developing countries. Because of the importance of this phenomenon, and its influence on the available work opportunities for the natives of both sexes, so the researcher sees that it is important to study this phenomenon. The study aims at finding out the new findings concerning the employment process in the general sector. Here the numbers of the graduates including both boys and girls increase much. Their constitutes a financial and employment burden to many countries in the world including Kingdom of Saudi Arabia. Avoiding being a serious problem it is necessary to search above its causes and the dimensions in order to find out objective means and ways to solve this problem. According to the data and information obtained by this study, the number of the graduates, from both sexes, increase day by day. On the contrary there were little employment opportunities in the governmental sector. If such rare opportunities were available, some would hesitate to accept for many reasons as: the places of work is far away from the place of the residence of the graduate, the job doesn't fulfill the interests and ambitions of many of them or that such chances were of low prestige and financial output. The interest concerning the opportunities of the private sector starts to decrease compared with the high interests in the general sector. This is so for many reasons: stability in his status, job security, interment financial rights in contrast to the private sector, labour systems, the social status for the employees of the government and some families will prefer this type of work to the private work. For all these reasons and the other which the researcher concentrates on, in this study; in order to enable him to reach a conclusion to pinpoint the popular solutions for such problems. In the end of the statistical analysis of the field results, we concluded many vital recommendations that decrease the rarity of employment jobs in the public sector, in order to search for a suitable alternative to minimize from the large interest towards the government sector and be oriented towards the private sector. It aims also at opening new dimensions for the huge numbers of the graduates. It also tries to suggest ways and means to upgrade the graduates proficiency in order to find new job opportunities in both the general and the private sector. It also centers on the orientation and re-evaluation of the higher education, the technical and vocational education policy to be adapted in a way to be more harmonized with the future needs. The researcher finally, mentions the ways of handling some of the social connotations towards degrading some jobs in order to attract and direct the labour surplus towards such jobs.?
