Digital reference service is one of the key information services that university libraries are keen to provide. Methods have evolved to provide this service under the e-learning and the use of the Internet to provide remote users with information without the need to attend to the library, and it was named with multiple labels including: digital reference service and virtual reference service, and ask librarian ... etc.
The aim of this study was to identify the quality of the digital reference service in the university libraries in the Gulf Cooperation Council (GCC); through measuring the extent to which those libraries apply the guidelines for the “Society of Reference Services and Beneficiaries” for providing digital reference service
The researcher has chosen for the purpose of the study a sample of university libraries in the GCC that provide service now, namely: Umm Al Qura University Library, and the library of King Fahd University of Petroleum and Minerals in Saudi Arabia, and the library of Sultan Qaboos University in Oman, and the library of the Arabian Gulf University in Bahrain, and University Library UAE, Library of American University in Dubai in the United Arab Emirates, and the Library of the Gulf University for Science and Technology, and the Library of the American University in Kuwait, and Carnegie Mellon University library, and the library of the University of Texas A & M in Qatar. The researcher also experimenting with service in the field of study and libraries evaluate their level of performance in terms of: response time, and accuracy of the answers, and other elements taken by researcher criteria for the evaluation. The importance of this study is that it contributes to the development of digital reference service in the university libraries field of study in consistence with the standards established for that purpose, as well as a review of the experiences of some libraries in this framework and highlight them which would encourage the rest of the university libraries to provide this service, which is one of the main services in university libraries. The study results found that the limited commitment of university libraries in the GCC study the application of the guidelines of the Association RUSA, it turned out that libraries committed to the application of these Guidelines are not the best when assessing service on the basis of use.
